Why haven’t I been able to upload files through Tor Browser on android for about a year? Is it really that hard to fix? What is the technical problem?

Use Orbot with Firefox, you will have a huge fingerprint since its not the actual browser bundle but if you use it just for the upload and nothing else it should be fine. Hopefully its fixed in the next upgrade.
