Why tor service establish this connection to ip 5.9.121.207?

i need your help to understand why tor service establish this connection to ip 5.9.121.207

tor 6583 debian-tor 9u IPv4 146655 0t0 TCP 192.168.1.18:58612->5.9.121.207:443 (ESTABLISHED)

but whenever i run tor, the service always connects to the same tor relay 5.9.121.207, not to a random relay.
Can be a security issue? I don’t get it…

Maybe this is your guard relay. The first relay you connect to is kept the same for a while. You can read about it here guard-spec.txt · main · The Tor Project / Core / Tor Specifications · GitLab.
