I think it’s because of the constantly running DDOS attacks.
In the relay search it’s nice to see that most of the relays are constantly overloaded.
Even with strict iptable rules, this is difficult to mitigate.

If one were wanting to run tor to optimize for reliability / availability would you.
- run multiple relays?
- run one/several different bridge protocols?
- ?
i can list some things could be happen:
- DDOS attacks
- Bad quality of service internet in some regions
- mixed versions tors running
- No large scale nodes spread at globe more concentrated on Europe
