[tor-relays] Notification when tor relay goes offline

Hi,

So I am still working on the issues for my relays, but am wondering, is it possible to sign up for email notifications when a relay goes offline? Also, for my gbridge relay at https://metrics.torproject.org/rs.html#details/4D6E3CA2110FC36D3106C86940A1D4C8C91923AB, it still says the bridge distribution mechanism is still none despite the previously posted new torrc and it said it was overloaded yesterday??
