It seems your relay cant handle the high traffic that is currently hitting the network (ddos) one thing you can do is install a historical monitoring solution like prometheus/influxdb and collect as many metrics as you can. That you can see if your changes actually make a difference
edit: maybe you can also limit bandwidth to something your server can handle with BandwidthRate/BandwidthBurst/RelayBandwidthRate
