Is it still possible to set up a Tor Exit Node Exit Page since the DirPorts are not used anymore?
Yes, just run a basic apache2 or nginx web server on the port you want.
I recommend port 80 because if someone looks at the ip address from a browser, the exit page loads immediately without having to type the port number after the IP
