Hi, it seems your internet provider is blocking Tor. You can find more information about it here: OONI reports of Tor blocking in certain ISPs since 2021-12-01 - Russia - NTC
Tor Browser includes some circumvention tools for getting around these blocks.

(NEW, AS OF 7 DECEMBER) At the moment, Bridges bundled directly into Tor Browser are blocked in Russia. You will need to get a working obfs4 bridge by (1) sending a message to the Tor Telegram bot, (2) sending an email (bridges@torproject.org) , (3) or by visiting https://bridges.torproject.org.

Send an email to bridges@torproject.org from your Gmail or Riseup email account.

Leave the email subject empty and write “get transport obfs4” in the email’s message body.

If these bridges do not work, email frontdesk@torproject.org to get new bridges.
Once you have received a bridge, you need to add manually the bridges in Tor Browser.
Using Bridges with Tor Browser for Desktop

If you’re starting Tor Browser for the first time, click “Tor Network Settings” to open the Tor settings window.

Under the “Bridges” section, select the checkbox “Use a bridge.”

Choose “Provide a bridge I know” and enter each bridge address on a separate line.

Click “Connect” to save your settings.

Using Bridges with Tor Browser for Android

Tap on the settings icon when starting Tor Browser for the first time. The first screen tells you about the status of the Tor network.

Tap on “Config Bridge” to configure a bridge.

The next screen provides the option to either use a built-in bridge or custom bridge. With the “Use a Bridge” option, choose the “Provide a Bridge I know”.
