The "tor circuit information" unavailable when https fail

11.5.1 (based on Mozilla Firefox 91.12.0esr) (32-bit)
my system is debian stretch(linux kernel)
safer security level

http://128.31.0.34 (for HTTPS-Only Mode Alert)
https://60.199.209.72 (old https prompt, SSL_ERROR_UNSUPPORTED_VERSION)
https://128.31.0.34 (old https prompt, “Potential Security Risk Ahead”)
https://info.cern.ch/ (not IP address, old https prompt, “Potential Security Risk Ahead”)
http://info.cern.ch (not IP address, for HTTPS-Only Mode Alert)
may be more, however I think “the circuit information” at https fail is useful for report bad relay that attempt strip HTTPS.
