Some onion services search engines are indexing too many .gob.mx websites

Hi,
Why are so many of my searches using onion search, Qwant and other search engines showing so many results ending in .gob.mx ?? most do not work or are crippled.

.gob.mx is the Mexican Gov. What are they doing on onion search results?
