This looks like a bug to me.
Actions to reproduce:
set keyword.enabled to false and then type any word in the address bar followed by a colon and press enter
Expected behavior:
You see a page that says the address wasn’t understood
Observed behavior:
The default search engine searches for the word you typed in the address bar
