New bug in Tor browser, HTTP proxy not working. When you use Tor’s HTTP proxy for other programs, your traffic does not pass through Tor. Proxy socks has no problems and only port 8218 http has a problem.

those low ports sometimes are blocked by firewalls; did you try anothers ports above 10000 ?
